Accessibility set up assistance - please help

How can I find assistance in setting up a Mac mini for a low vision user. I've tried to help this user, but I cannot get VoiceOver working properly, the screen settings are such that the user cannot see anything, the lock screen comes up too frequently (requiring a password to unlock), the keyboard could be much better, etc.

I've tried online freelance sites, but no one really has the proper experience. I tried my local low vision assistance group, but they will not set it up (even remotely) and instead offer other devices to buy.

We really need an expert to assist.
