iCloud Terms and Conditions Not Loading

For some reason the new iCloud Terms and Conditions is not loading at all on my phone... once I push the terms and conditions link it just keeps spinning and a screen does not appear where I am able to accept. I have restarted my phone, signed out and back into iCloud, and I also tried seeing if I could accept this through iTunes. None of these options work and I am not sure what else to do?

Given the troubleshooting that you're already done, we'd recommend that you contact Apple Support. This way, they can look into this directly with you to see what may be causing this loop.
