IPHONE WITH NO PHONE ALLOWED NETWORK
I GOT A IPHONE Xs WHICH SAY NO RESTRICTION. IT DONT CONNECT TO MY T-MOBILE NETWORK BY THE NETWORK IT SAY NO PHONE ALLOW
THE CARRIER SAY IT IS UNLOCKED BUT STILL DONT WORK
ANY ADVISE?

Not an Apple issue. You'll need to contact the carrier the phone was previously on and make sure it is indeed unlocked.
