Sorry, but "not supported" for what?
This is not Apple support; we are all other users here and have no access to accounts or anything else; you need to explain your problem.
The 3rd generation ipad was discontinued almost 11 years ago. It can’t run anything later than iPadOS 9.
The iPad Mini 3 was discontinued in 2015. It tops out at iPadOS 12.
The 3rd generation iPad Air was discontinued in 2020. It can run the current version of iPadOS 16

Because your iphone is running a new iOS and your iPad is too old for that.
Electronic devices, like everything else, have a "shelf" life after which their hardware is too old to be updated.
A 2019 iPad Air 3 supports the latest iPadOS 16.5 AND will support the up and coming iPadOS 17.
So, what is the issue/s going on with your iPad and iPhone, exactly.

An iPad Air3 is fully capable of update to the most recent version of iPadOS - at time of writing, this being iPadOS 16.5. You can only update to the most recent version of iPadOS supported by your iPad. All updates are cumulative; you cannot install and intermediate version.

What, exactly, do you mean? What are you seeing that makes you think it's "not supported".
If you're trying to pair it via Bluetooth, that's right. You can't do that. You've never been able to do that. It's not necessary.
iPad 3 is not supported for iOS 10 or later. Its final release is 9.3.5 (WiFi only) or 9.3.6 (WiFi + Cellular).
Your iPad may be too old.
