I can’t touch my Apple ID option

Go to the setting and go screen time and you see content & privacy restrictions and choose this option and scroll down to see accounts changed and select allow to access your apple id in setting.

I think you dont touch your apple id option in iphone settings. Then ho yo screen time >> content & privacy restrictions >> scroll down and choose option apple id changes. Its off i think turn on this setting. And now you touch and use your apple id in setting.
