cloud icon with down arrow next to my files in Finder in OneDrive location won't open.

either nothing happens or I get an error like this, or a more brief error. It doesn't matter the file type. This started happening recently to most all my files. I used to be able to work at home on my iMac. The same problem happens on my iPad and my iPhone. Now I have to work at school on my Windows laptop. Not, I'm not using Google. I am talking about OneDrive. I am unable to insert my files into OneNote or Teams. I really need to know what this pesky icon means and what I need to do about clearing up this problem. Can someone help me???????

We need to see what all is running & machine specs, a report from this will not display any personal info...

Workable but harder for me to work with...the Note tool on the bottom of this editor's toolbar, as shown in the image, to copy and paste the output from EtreCheck. In a Reply before you click post, look for this to add longer texts...
