Apple is trying to charge me when adding a new payment method

Good afternoon. I have a problem with connecting the card. They are trying to debit 36 ​​dollars from my card. I have not bought anything and I have no subscriptions. Because of this, I cannot connect the card, because I need to pay 36 dollars.I don't understand what I should do. I will not pay this 36 dollars because I did not buy a subscription and did not buy anything at all and I should not pay my money for the failure.

I'm facing the same problem here, all i wanted is to update my payment method on appstore and now they're trying to bill me 35€!

Yeah, there’s a $1 hold, but then immediately after I hit ‘done’ on that same CC info page, to get to the next part, it says that there was ‘insufficient funds’ followed immediately after that from my CC, stating “Apple charged $39.99, but there was insufficient funds”

how, again, is it supposed to put a $1 hold, then charge my card $40???
