I want to save a couple of terabytes of photos and videos during a long vacation on iCloud, so that they don’t take up all of the available memory on my iPhone. When I read about using iCloud, it says that a file is deleted from iCloud when I delete it from my phone. How can I free up the memory on my phone while keeping the photos and videos on iCloud?
You can elect to optimize photos (settings - photos) to keep originals in iCloud and lower-res versions on your device

I expect to take thousands of photos. I’ll still run out of room on my phone.
Then you’ll need a different method of storage. Perhaps a cloud service that stores files offline or media that is swappable in your camera.
