Apple Pay missing from apple ID payment methods

Hello everyone,

I am trying to buy more storage for my iCloud account but when I try to pay I am redirected to add new payment method page while I have apple pay already set up on my device. When I go back to to payment methods page I get apple pay option but that shows that there is no card available. You can see in following screenshot:

It also happens in other applications as well.

Please help me with this issue.

Apple pay I cannot add my card to Apple Pay, and also to payment and shipping. All shipping and billing addresses are correct and the same. I have met with my bank and they are having troubles helping me. What can I do?
