Hi there, i've got some kind of a strange problem... I've tried different things, but it still didn't worked.
I need to change this background color (look @ picture)
This light-blue color is main color of all program windows now.
I changed wallpapers, tried to put any Highlight color — nothing happens.
Mby I just need to update macOS? Now I'm on Big Sur.

That is your "Accent Colour". In your case, it is set to "Multicolour". I guess this adapts to whatever colours are already being used in a Window. Try changing it to Green or something.
I've never used the Multicolour setting. I'm not sure how it affects things. It could involve some kind of vibrancy that is governed by the window colour underneath the current window.
But as I look at those screenshots, it could be something as simple as poor display calibration. Maybe the white point is set to that purple colour.
That doesn't happen to me. Not in Monterey in any case.
