iPhone findable after power off not showing

Hello, I have turn on the toggles for ‘Find My iPhone’ and ‘Find My Network’ in 'Find My' after restarted my phone but still it's not showing

iPhone findable after switched off not working! I have my iPhone 13 and I tried testing this feature to track my iPhone even if it's switched off. I gave my iPhone to my brother while it's switched off. Bluetooth and WIFI both turned on. My brother has the same iPhone 13 with Find my network turned on and Internet connection on. He jumped on a metro and travelled a lot but I wasn't able to see my phone's location updating in FindMyApp. Why it isn't working?
