iCloud photos vs iCloud Backup Photo Library

I am sharing iCloud+ with my family, and it shows that I am currently using 75 GB of available storage. When I look at what I am using it is 41 GB of photos and 33 GB of Backups. Then when I look at what at the backup details, it shows my Photo Library as the majority of my 33 GB. My Backup is only that size because my family sharing is maxed out. It says my next backup size would be 51 GB (with Photo Library turned on). What can I do so I am not storing my photos twice and taking up so much iCloud storage?


If I turn off Photo Library in Backups, will my photos still be saved in iCloud photos? This all seems a bit odd to me since my photos seem to be taking up space twice. Any advice will help. Thanks in advance!
