If you are trying to apply for an Apple Card, tap on the (+) icon at the top right corner, select "Apply for Apple Card", and then follow the onscreen prompts.
If you get the Learn More dialog which takes you to the support document you posted from, make sure your iPhone is set to the U.S. in Settings ➜ General ➜ Language & Region ➜ Region. Apple Card is currently only available in the U.S.
