Troubleshooting Locked Used iPhone:

Seems you were scammed, though a full-assumption, on my part. This may be a device that was locked through use of Find My. So, if purchased secondhand (i.e. off of eBay or Amazon), then the seller needs to unlock it. This is the site the seller should have used prior to selling it to you: What to do Before you Sell, Give Away, or Trade In your iPhone or iPad - Apple Support. The seller should have known better.

If the phone asks for a passcode......it is not new.

Return the phone for a refund. It will never function correctly.

NEVER buy a used phone unless it powers on to the "hello" screen....and....you are prepared to pay an additional $70-90 for a new battery.

Return it. Sounds like they sold you a used phone.

All another reason to purchase an expensive Apple product directly from Apple and none other.
