A little friendly advice...

Secure your Account:

You should secure your accounts immediately to avoid hacking

A. Verify your Devices:

Verify that all device are logged in to your account, by using this link: Check your Apple ID Device List to See where you're Signed in - Apple Support

B. Modify your Credentials:

Having been lost, someone lily has your credentials. So, by all means, modifying them.

• Modify: your login credentials (Using Both a New eMail and a New Password for each and all sites)
• Associate: a different method of payment to your account
• Enable: Two-Factor Authentication for Apple ID and for all other accounts that have such an applicable option

If you had done this --> Settings > [Tap your name] > iCloud > Photos > iCloud Photos [Enable], then...

Now you can see it on https://www.icloud.com/photos from any web browser and all other devices which is logged in with the same Apple ID.

Transferring Data Between iPhones:

Sync Through iCloud:

Was iCloud Photos enabled on this lost iPhone? on both phone. If so, enable iCloud Photos on some of your other Apple devices. All pertaining items will be accessible between the two devices.

Enable Photos On an iPhone...

1. Go to: Settings
2. Tap: Your Name (Top Item)
3. Tap: iCloud
4. Tap: Photos
5. Enable: iCloud Photos

Enable Photos on a Mac:

1. Go to: System Preferences or Settings
2. Click: Apple ID (on top-right)
3. Select: Photos (by giving it a check mark)
