Error message - USB ports not working - preventing charging

My MacBook came up with the following error message "USB Accessories Disabled. Unplug the accessory using too power to re-enable USB devices"

There were no accessories plugged in.

The USB ports now do not work, preventing the MacBook from charging.

The battery is completely flat and the MacBook won’t turn on in order to attempt any fix! HELP!
