teeny icons inside folders, UNRECOGNIZABLE

My Ipad is on 16.5, and I just started using folders. On my Iphone, also 16.5, I have trouble seeing the icons in the folders. Even when there are more than 4. On my Ipad they are teeny (less than tiny), and even when there are only 2, the IOS makes them small enough for 16 to be in the folder. When I change my icons to larger, the single icons become very big, but the icons in the folders remain less than 1/16th the size of a single icon, probably more like 1/25th.


This makes folders unusable as most icons are just a blurry single color. Even when I use my special work glasses, which increase my vision more than 300%, some icons are still unrecognizable.


Why do folders differently on the Ipad, than the Iphone?

Is there anyway to make the folders on my Ipad work the same as my Iphone?
