restore new backup on old(er) iPhone

hi, my iphone 12 has a battery failure, as such I need to restore my backup on an old iphone (7). How does that work, as I cannot upgrade IOS past 15.7 on the old iPhone?

It doesn't work. You can't restore a backup made on a newer version of iOS to a device running an older version.

You can sign in with your Apple ID and sync down everything that was synced with iCloud, but you won't be able to restore the backup. You'll have to re-install your apps manually.
