If the Watch has a red ring or other red coloring on the Digital Crown knob, it is a GPS and cellular model.
No red on the crown, no cellular.
If your Watch was purchased as a GPS and cellular model, yes, you can add a cellular plan from a carrier that supports Apple Watch.
If your Watch is a GPS model, no, the hardware for cellular data cannot be added.
