I have ordered a new Mac and am trading in a current one. It looks like I will be required to send in my old Mac before I receive my new one. Time machine is stored and updated to an external drive. Can I restore the time machine backup to my new Mac and get everything that was on my old computer loaded and useable on my new Mac?

Another safe option, is to make a second backup on a second external drive using CarbonCopyCloner or SuperDuper before erasing and sending off the old Mac.

I think you can restore iMac Pro Time Machine back up to new Apple Silicon Macs, though if you have good enough iCloud space, it can be restored from iCloud.
We had no problems using a CCC clone on an external SSD when we Migrated from our 2012 Mac Mini running Catalina to a new Silicone Mac mini.
In fact, the +350GB Migrated over from the SSD clone in just a little under a hour, instead of half of a day or more using a Time Machine on an HDD.
