You will first want a spare iPhone and a separate Apple ID, as you will not want to run any beta with an iPhone you need to work, or with any data you need available and correct, or with iCloud data you need available and correct.
If you can’t wipe your iPhone and wipe your iCloud without restoring, you do not want to be running a beta.

Wait until Apple announces the public beta. But consider that “beta” is short for “beta test”, meaning that this is not a finished product and will contain bugs, some of which will be major and could possibly stop your phone from working. Apple recommends not installing a beta version on your primary device that you cannot do without.
Become an Apple developer or registered beta tester.
My recommendation would be to not do this unless you will be using a separate iPhone.....not the phone that you normally use now.
If you need to ask how to access beta software, you should not be using it.
The “real” iOS 17 should be available sometime this fall. I suggest you wait for it.
I would also like to point out none of your banking apps will work.
