Macbook restored safari bookmarks disappear again in a few seconds.

Somehow lost most bookmarks. Tried Time Machine restore of bookmarks plist, all show up again for a few seconds then disappear.

Then deleted all bookmarks from all apple devices, turned off iCloud sync all devices, restored MacBook from Time Machine bookmark plist and same thing happens (whether I use the Time Machine restore function or simply copy and paste new plist after deleting old and emptying trash.

Would greatly appreciate ideas to work on this problem further.

No, I've gone well past this fix.

During the time that the restored bookmark list remained, without being superseded by an older empty one, I was able to export it in HTML. Re-importing this HTML appeared to "stick" and I have been able to then sync to other devices. Does result in a slightly messy bookmark list organization which takes a bit of time to edit.
