Your iPad can direct streamed video to Smart TVs that support AirPlay:
Use AirPlay to stream video or mirror the screen of your iPhone or iPad - Apple Support
You should note however that some third-party Apps and services will not allow steamed or downloaded material to be displayed on an external monitor.
