Self assigned IP won’t let my mac connect to wifi

Connects to my phone and all other devices. This happened after I restarted my modem and router. I already tried all of the recommendations for creating a new network location; deleting the files in system preferences etc. when I try to Join Other Network and fill out the credentials it says “no network found”, even though I can see the network with the same name in the drop-down.
