iPad Pro Magic Keyboard not supporting alternative keyboards?

I have the latest iPad Pro with Magic Keyboard. I have three keyboards installed in Settings: English, Emoji, and Finnish.

When selecting the Finnish keyboard by using the globe key, the keyboard does not output expected Finnish characters (e.g. [ä] for [;] key, [ö] for [‘] key). Is there a way to force the Magic Keyboard layout to change according to the selected input keyboard?

Go to settings > general > keyboard > hardware keyboard and tap over at the right edge for Finnish. Make sure that Finnish is checked on the list that appears (and not Automatic or something else).
