I cannot turn my location services off on my iPhone 12 promax and cannot do it on each individual app on the list

Next, it's good to look and see if you have any restrictions enabled that would prevent you from changing some of your settings. Follow the path provided below to check on this.

1. Open Settings app
2. Select Screen Time
3. Tap on Content & Privacy Restrictions
4. In the Privacy section see if "Locations Services" is set to Allow.
