If the SIM has already been setup by your carrier for your 13 and it works in your new phone … NO.
If it’s a new “blank” SIM or otherwise doesn’t work … YES.
If it’s a “used” SIM that you’re moving from a prior “Pre-13” phone AND it works … YES (so that your carrier can re-provision it for 5G services)
