Yes you can from within a Photos library. Control (right) - click on the thumbnail and select "Edit with" from the contextual menu. Then select the app in your Applications folder that you would like to use:



HOWEVER, if you edit it so that it will be saved as a Photoshop app, i.e. a .psd extension, you MUST flatten the file and save it as the same format it was originally. Otherwise Photos will not know it's been edited and the edited file will be lost in the library.
