What is a wireless replacement for Timecapsule? Can I attach a USB hard drive to my cable modem?

Synology Wi-Fi routers support Time Machine server, and can connect to external USB storage. Synology NAS servers also support Time Machine server and configurable internal storage and RAID if required, though separate Wi-Fi is required for that feature. Synology also supports numerous add-on packages, and most are free. There are other vendors with Time Machine server support.
If your ISP gateway router supports Time Machine server and external storage, yes, you could use that. But i’d be surprised if any ISP router did support that, though. ISPs usually prioritize other things.
