My Keys Are Switched And I Can't Fix It

My <(>) and "(é) are switched. (The parenthesized ones are with shift) I use QWERTY Turkish and I just can't fix this.

I changed the Input Sources, Restored the Defaults on Modifier Keys, tried to use shortcuts but they didn't work. I'm thinking because I downloaded Karabiner Keyboard a while ago (even if I don't remember what I did on it). I deleted it, but it didn't seem to work either (I haven't used my laptop in a while). All other keys seem to be working fine.

Please help, it is very confusing and I have to write an important essay due soon.
