What exactly did you do?


Logging out of one Apple ID and logging in with another on an iPhone, will cause the first one to be locked out of the device for 90 days. You should not be charging Apple IDs back and forth like that, as it is not allowed and as such prevented with the 90 day rule.

Your dual SIM cards should be active as long as you keep them turned on.


Apple has no control over this and cannot turned them off arbitrarily.


Your own service provider may be disabling your promotional time.


Apple does not in any way shutdown accounts or is even able to detect any phone spam. That would be something your service provider is doing, not Apple. Complain to them.
