All devices must be signed in with the same exact Apple ID for synchronization to occur.
The general solution, as leroydouglas suggested, is to first make certain ALL setting are correct on the new machine and on your iPhone.
The second part, which readers here determined experimentally, is to restart BOTH your Mac and your iPhone.

Well, that's the thing. I don't know what ALL the correct settings are. I have noticed that only the messages from Android devices don't transfer to the MacBook.
