I have an iPhone 8 I think that belonged to my cousin who passed on. I got the phone from the police when I got his keys to his house. I do not know his passcode nor any passwords he had but I want to get rid of the darn thing. How do I do that without someone thinking I took it from him since I don't have anyway of getting in to the phone. Where do I take it? Don't want to just toss in the garbage?

It's understandable that you would like to dispose of the iPhone responsibly. Since you don't have the passcode or any passwords for the device, the best option would be to perform a factory reset. This will erase all data on the iPhone and return it to its original settings.
