ACCOUNT DISABLED IN APP STORE AND ITUNES

My iPhone always brings (account disabled in App Store and iTunes) whenever I want to download, so I want to get a new my question is

1. If I do transfer data to the new iphone will it affect the new iPhone App Store..

2. Will I do the transfer of data with the iCloud and App Store that is disabled..

3. I want to transfer data and I don’t want the new iPhone get affected (HOW WILL I DO IT HELP ME OUT?)

There's a problem with your iTunes Store account information which can't be fixed from your end. Click here and contact Apple Support when they're open; if the link doesn't have an option for your country, use this form.

If you migrate your data before getting the issue resolved, your applications won't be redownloaded.
