What's up with my exercise ring not closing?

Lately, every time I take an evening walk, my exercise ring doesn't move at all. Today, for instance, I went on a 38-minute walk/run earlier in the day, burning 291 active calories. Then tonight I went on a 44-minute walk, burning 131 active calories. My total active calories for the day is 920 (my goal is 700), and my move ring more than closed. But my exercise ring still shows that I've only exercised for 39 minutes. It seems that after my 44-minute walk, I was only give credit for one minute of exercise. This is what almost always happens when I walk in the evenings, but it hasn't always been this way. I've been using this watch for a couple of years now, and only recently has the watch refused to give me any credit for these evening walks. Yeah, I was walking pretty slowly at times during the walk, but I was walking fast enough at other times. It makes no sense that I would only be given 1 minute of credit for a 44-minute walk. What's going on? I've read other complaints about this problem, but people usually say that their move ring doesn't close either, and mine always closes, as does my stand ring. It's just the exercise ring that won't close, no matter how long I exercise or how many calories I burn.
