Will deleting iPhone photos erase them from iCloud too?
If I delete photos on my iPhone in the photo app do they get deleted from iCloud also?

If you are using iCloud photos, yes deleting the photo on your device deletes it in iCloud as well. This is copied from the related article that you were reading when you posted your question.
