This document is a year out of date. Instructions are different if iOS 16.4 or 16.5 has been previously installed.

When I tried to post the new document, it was pulled by the moderators because the Beta has not been released to the public.

Kind of a Catch 22 here.

The Public Beta is not yet available, so you must have downloaded the software from the Registered Developer site. That site has instructions.
