I can't download the ICloud application for Microsoft Windows and I need to transfer lots of photos to ICloud

I have about a hundred thousand photos on Google Photos and I want to transfer them to ICloud. Using Google Takeout, I've downloaded them to my PC and now I need to upload them. However, the Apple guide says to use the ICloud app and that app refuses to install from the Microsoft Store (it just says pending all the time), as well as the fact that the reviews for the application in the Microsoft Store look terrible (as though it really doesn't work). Is there a direct link to download it, or is there a better alternative? I really really don't want to have to download all the photos through my phone and reupload them from there - it would take days if not weeks.

You can use a browser and go to iCloud Photos and select the upload option there.
