Usual here would be an erase and install: Erase and reinstall macOS - Apple Support

Keyloggers—if one exists here—are usually either USB hardware, or software, or something external to the computer such as a camera. Not compromised hard disk hardware.

Swapping a hard disk would typically be either unnecessary, or insufficient. If—and this would be very unusual — the malware is persistent over re-installs (without restores), then complete replacement of the entire computer and its components would be the usual remediation. Not solely replacement of the storage.

There are self-repair websites (easily searchable) that discuss the teardown and replacement of various component hardware.
