is there now a spam folder in addition to the junk folder?
My email isn't all coming in. I was told Ventura added a "spam" folder in addition to the junk folder. If so, where is it?

Not sure who told you that. It is not so.
Mail will map a server "Spam" folder to the Junk folder. In Mailbox Behaviors, if you set the Junk folder to a local "On My Mac" mailbox, you will see the server "Spam" folder under that account heading. It has always worked this way.
Similarly, Trash is mapped to "Deleted Messages" or "Deleted Items" on the email server.
