How to resubmit request to remove activation lock

You came from the right support page. You need to file a request with Apple Support - start an Activation Lock support request. I'm not sure if they only accept one request or not, but you need proof the device is yours.

If the device is yours and you remember the credentials you can also just remove the Activation Lock yourself. If the device isn't yours, it will not be unlocked and you should return it to it's owner.

I’d contact Apple Support via phone and ask how to proceed further. We’re users like yourself. Contact Apple Support and tell them what you said here and ask them how to proceed.

Contact Verizon. If they sold you a Verizon locked phone you'll have to either use the Verizon service or ask Verizon to remove the lock.
