My system data and iOS data are taking up 21.5 gigs put together. How can I fix this?

I have an iPhone 6s Plus with 32 gigs of storage. With my apps, files, photos and messages I’m taking up about a fifth of the storage. iOS and System Data is taking up everything else, with about 6 gigs left that it doesn’t seem to like touching. It’s been this way since it was wiped and given to me. My mom set my ID password and I’m on restrictions, so I can’t do much with my Apple ID or resetting. I’m also not connected to an iCloud server. Is there an app I can download or something?
