Apple Pay Later is a feature in open beta (invite only). It is not fully released to the public. If you were invited to the public beta f this feature and are experiencing issues or have questions, you should direct them towards Apple Support.
I'm not really sure what you mean by "money not used." If you could elaborate I could try to assist you.
