How to add PDFs to Books without iCloud turned on? (Mac)

I’m trying to do something extremely simple and it appears Books won’t let me: I’m trying to add a PDF file to my library without iCloud syncing turned on.


I have both Books>Settings>Reading Now and Sync Collections turned off and iCloud Drive turned off in System Settings.


When I import the PDF it says “Importing 1 of 1” as the status, the title seems like it is added to my library but when I click on the title I get a “file not found” error.


Can’t Books manage a local file library like the Music app? What is going on?
