If you have any sort of antivirus/security/vpn software installed on the computer, try disabling it to make sure that is not blocking the images.
It's also a good idea to make sure the computer is up to date.
If you're still unable to load images in Safari, try testing another user account on the computer. This will help you isolate if the problem is just with a specific user account or a system wide issue.
