Log in to new iphone issue

I cant log in to my new iphone with my icloud. It is logging from now 30 minutes and still any changes i cant evet shut the phone down to start again it wont let me to do anything iphone is new.

iPhone 16 Pro Max not responding at setup my new phone was in today and I switched it on trying to connect my my iCloud account through my old phone 11 pro max and the new iPhone 16 pro max requested for 18.3 then I selected continue so after several restart the phone shows hello but not allowing me to key in my passcode, if I swipe the home button up then it comes back. Cannot log in to iCloud on fully updated iPad 2 I have an iPad 2 that is updated to iOS 9.3.5 but I will not let me log in to iCloud.
