Is there an add-on first-few-hops VPN client around? if so, remove that, and try again.:

A proxy (MiTM)is running on the MacOS Monterey (12) which can not be removed as its a company laptop.

The proxy recognise the safari browser when it saw the process "/System/Volumes/Preboot/Cryptexes/Incoming/OS/System/Library/Frameworks/WebKit.framework/Versions/A/XPCServices/com.apple.WebKit.Networking.xpc/Contents/MacOS/com.apple.WebKit.Networking" because of which captive.apple.com traffic passes into proxy and then got the error page.

Is this iPhone or iPad, or is this Mac, or something else? :Mac

Which version? And if not current, update.:12.6.6

Contact your company’s IT organization, as this is their issue to address. Either with their configuration here, with the proxy server, or with whatever apps have been installed here.

This is a common problem that has been identified by numerous software vendors. It is a particularly nasty bug that was introduced by Apple in the MacOS 13.1 timeframe. I say it is a "common" problem in that it potentially impacts any Mac running a proxy trying to connect via a captive portal. However, it is not consistent. We have seen things like 3 people in a very large organization who are impacted and everyone else is OK. Apple is not being helpful in resolving this.

I have heard rumors that going into Safari and using a URL of 1.1.1.1 will cause the captive portal login screen to magically appear, and it seems that you can then use the browser of your preference once the captive portal's need for authentication has been satisfied. But I say "rumors" because (of course) my Mac that uses a proxy has never encountered the issue, so I have not verified it myself.
