Hello Y0NI,
This setting is completely optional. You can disable it if you don't want it or you can keep it enabled if you do. Obviously the benefit of this, is only your Apple devices, logged into your Apple ID, can access your data. The downside is if you're using Windows, or other computers/hardware, to access your Apple ID. Where are you receiving alerts / messages to activate / deactivate this?
You can control this setting with the Access iCloud Data on the Web.

I had this issue too. Here's the solution. I had to go to my Mac to engage with the notification. The notification wasn't clickable on my iPhone or iPad. Once I clicked it on my Mac, it stopped continuously sending to my devices.

I have “access iCloud data on the web” off. Tuesday I went to log into iCloud and it said I have to enable it.

There is a button “ Manage on Device” which I clicked and I’ve been receiving that notification ever since.
I’ve enabled, restarted, disabled many times. The notification I get isn’t clickable either. I can only clear it, and it comes back.
I can enable the setting just fine and access iCloud. My issue is this notification continues to arrive whether the setting is on or off.

I had the same issue and was considering resetting my device, but I'm glad I didn't. I simply signed out of my Apple account and then signed back in. The persistent notification is now gone.
Update: I activated the setting TO icloud TO is possible IN WEB, I restarted, then again because the setting didn't work, then I canceled, and the message is no longer there
Doesn’t work. There are no work arounds or obvious fixes. I was told by apple support (actual live person) that it’s an iOS 18 bug that will/should be fixed in a future update.

Spoke with a live apple support rep, it is a bug. They know about it. Will be fixed in an upcoming iOS update

You could maybe try turning on Advanced Data Protection for iCloud - Manage web access to your iCloud data - Apple Support and How to turn on Advanced Data Protection for iCloud - Apple Support.
Advanced Data Protection for iCloud will automatically disable and prevent iCloud access on the web unless configured differently. It was worth a try. I'm not sure as I've not see this notification before and I'm not finding anything online about it either. I'll keep looking.
