What problem...?
Mail issues—
Open mail app select Mail>Settings>Privacy disable:
“Protect Mail Activity”
“Hide IP address”
“Block all remote content”
compare your results, reboot if necessary.
I was doing a follow-up question that someone else posted before me. The problem is the upgrade to Ventura that requires a manual push to "load content directly" for each new e-mail to view the contents, and especially the pictures. I don't know the fix-action for that...does anyone?
Disable all of the Mail Privacy settings in the Privacy Tab of Mail's settings.
You have something wrong with your network that is preventing Mail from loading the remote content anonymously. This correct fix-action was given to me by Barney-15E in the discussions.

It worked like a charm! Thank you Barney-15E...I owe you one.
I guess I missed something...
