iCloud Setup Issue

When I setup iCloud to sync Contacts and Calenders in Outlook I get the following error:

Outlook does have a default profile. What is the issue?

Icloud for Windows Outlook 2021 install completes before creating calendars or account store New Windows 11 computer with Microsoft Office 2021 Pro Plus. Icloud install launches, User selects Contacts and Calendars with Outlook and clicks apply. ICloud shows steps 1-5 which include insatlling the outlook add-in, adding ICloud contacts, adding contact's images but skips adding calendars or creating the ICloud user account in Outlook. Neither is it creating the Go Online Refresh ribbon addin. The installer exits, says complete no codes or errors. Any thoughts??
